Happy birthday to you... Happy birthday to you... Yes, Boris Johnson's 44 today. Bet his desk's all decorated with balloons and there's a smashing big cake for elevenses. However, there's no day off for the birthday boy who had to get up jolly early to appear on this morning's Today programme to answer questions about what happens when the Olympics goes over the £9.3bn budget.

Boris' was affable and only slightly bumbling and maintained his position that the Olympics shouldn't go over budget but at the same time, was not at all sure about the existence of an agreement by his predecessor promising that Londoners would not be charged for any Olympic overspends via increased council tax or London transport fare rises. "I rather doubt that it exists" said he.

That was unfortunate. The DCMS immediately contacted the Today studio to confirm that said document was available on their website.

As an extra special birthday gift, Ken Livingstone then rang into the show expressing his surprise that Boris hadn't bothered to look up the "Memorandum of Understanding" when it was available in the House of Commons library and every member of the London Assembly had been given a copy. But Ken didn't hold it against Boris, after all - he said - he's " got to write his Daily Telegraph column so he can't be a full time Mayor".

Ouch. Happy Birthday Boris!
