Motorists in Westminster may be pleasantly surprised by the ticket on their windscreen – instead of the traditional penalty charge, they could see compliments on their parking skills and instructions to smile. Much as we’d like to be able to say that Westminster council have decided to start the season of goodwill early, the spoof tickets are actually down to Will Sandy, a landscape architect who operates under the name of the Fine Parking Company and is on a mission to restore our faith in human nature.
