While west London motorists may soon be free of the congestion charge, those in the east could be suffering: Tower Hamlets is considering introducing its own scheme across the borough. The council is examining ways of reducing congestion in light of what it calls "huge transport challenges" provided by traffic coming from the City and Blackwall Tunnel. The suggestion is part of a wider, 25-year transport strategy, which seeks to promote greener transport and encourage more cycling.
